The water is Long Lake, DNR 29-0161-00, a Recreational Development lake. Henrietta has its own zoning ordinance, but it does not apply in the shoreland zone; Hubbard County Environmental Services administers this lot.

1 · MN elevator permit

  • Required on this lot. A hillside tram is a private-residence inclined elevator under ASME A17.1-2016 §5.4 and Minnesota Rules ch. 1307.
  • Only a DLI-licensed elevator contractor may install it or pull the permit — not a general contractor, the township, or the homeowner.
  • Apply through DLI’s iMS permit system. State fee: $100 permit + inspection at 1.5% of labor and materials (two inspections included).
  • Needs a Certificate of Operation before use. After the first one, elevators in residential dwellings are not charged the $145 annual operating-permit fee, but they remain inspectable.

2 · Long Lake shoreland

  • Long Lake is Recreational Development. County shoreland covers the whole 0.46-acre lot (well inside 1,000 ft of the lake). City of Park Rapids has no say. Henrietta Township zoning does not apply in this shoreland zone.
  • If the tram is treated as a structure: 100 ft setback from the ordinary high water mark, 10 ft from side lot lines, 30 ft from the top of a bluff. Shore impact zone is 50 ft (half of 100). On a 0.46-acre bluff lot with a ~33–35 ft run to the water, that path is almost certainly inside the setback — so structure treatment likely means a variance.
  • The better path is Hubbard County’s mechanized lift rules (Sec. 507.2 / county FAQ). Lifts are the preferred way down a bluff. They need a county permit plus pre- and post-inspection. Limits: 4 ft maximum width, landings ≤ 32 sq ft, no canopies or roofs on the lift or landings, one access path per 200 ft of lot width, most visually inconspicuous location. Recreational-development lots also get one shoreline recreation-use area of 20 × 15 ft.
  • Marine Classic/Ultra track is ~41½ in — under 4 ft. This lot’s ~23 ft rise at ~45° is a steep slope and may be a bluff (25+ ft of rise at 30%+ grade). Pay $165 for a county site inspection to flag OHW and bluff/steep slope on parcel 13.28.01600.
  • Roofed or glass-enclosed cars, and landings larger than 32 sq ft, are the items to confirm before locking Standard or Premium. An open Classic cage is the closest fit to the lift dimensional rules.
  • Dirt: 5 cubic yards/year without a permit on steep slopes or in the 50-ft shore impact zone. More needs a $150 shoreland-alteration permit or a variance. No fill in a bluff impact zone. Anything below the OHW is DNR, not the county. Impervious cover is capped at 25% of the lot (~5,000 sq ft on 0.46 ac) — house, drive, and landings all count.

3 · HOA & covenants

  • No city HOA — the lot is outside Park Rapids city limits.
  • Long Lake has an active lake association (Long Lake Living). It is a membership/advocacy group. It does not issue land-use permits.
  • This parcel is “0.46 ac of Lot 4” recorded at D94 P390. Private plat covenants, if any, live in that deed and the parent plat — not at city hall. Neighboring Deer Crossing sales do not advertise a mandatory HOA fee, but the recorded documents still have to be read.

Who: Hubbard County Recorder, same Government Center, 301 Court Ave. Pull D94 P390 and the Lot 4 plat. Send any covenants with the quote package.

The one conversation left with the county

Take parcel 13.28.01600 / 17271 Deer Crossing Dr to Environmental Services and ask two questions: (1) is this slope a bluff, a steep slope, or both; (2) will they review the tram as a mechanized lift under the 4-ft / 32-sq-ft / no-roof rules, or as a structure that must sit 100 ft from Long Lake’s ordinary high water mark. Lift treatment is how the county already talks about lake stairs. Structure treatment on this 0.46-acre run would almost certainly need a variance. Ask before locking a roofed carriage.
